The arrest of Maya Widmaier-Picasso (Maria de la Concepción Ruiz Walter de Widmaier) and other accomplices* has been requested at the 4th Central Trial Court of Madrid (Spain) on April 28, 2006, Prior Proceedings 188/2003 have been reopened and extended for alleged continuing crimes of fraud (deliberately attributing false worthless works to Picasso).

        A precise forensic handwriting expert report, presented at court, scientifically certifies that the works unduly attributed to Picasso from the period comprised from 1891 to 1897 are in fact by his father José Ruiz Blasco.

        Rómulo-Antonio Tenés has asked the Presidency of the Spanish Popular Party (PP), currently in the opposition, to act with the greatest political force before the Barcelona City Council and the Generalitat de Cataluña (Catalonian Government), directly responsible of joining the work comprised from 1891 to 1897 of José Ruiz Blasco, father of Picasso, with that of his son, who only started to paint in 1899 (La Chata). Article 46 of the Spanish Constitution classifies this union as offence of spoliation.

        The Museo del Prado has been informed of the alleged fraud. As a result not one single painting by José Ruiz Blasco is displayed in the exhibition "Picasso. Tradición y vanguardia".


        Rómulo-Antonio Tenés is a biographer of Picasso's youth. Author of the book "Picasso 1891-1897 Fraud" I.S.B.N. 84-609-6565-1, recognized as a scientific work by the Spanish Ministry of Culture.

STATES

FIRST: The newspaper El Mundo dated 25 July 2006 released information concerning this Municipal Group which says verbatim: "The PP (Partido Popular) shall challenge the election of Serra for Picasso (Museum)", (Document N° 1).

SECOND: Let me inform this Municipal Group that a criminal action has being filed against Barcelona City Council as well as against the Generalitat de Cataluña (Catalonia Government) at the Central Trial Court of Madrid n° 4 Prior Proceedings 188/2003, for the assumed continuing crimes of fraud and Spoliation of Patrimony, pursuant to Article 46 of the Spanish Constitution and its Regulating Law 16/1985.

THIRD: The said assumed crimes consist of:
A) Fraudulently allocating to Pablo Ruiz Picasso, by means of a deceptive act, and continuing since 1970, the painting work of José Ruiz Blasco, which is ranging from 1891 to 1897.
B) José Ruiz Blasco was the father of Pablo Ruiz Picasso and it is mandatory and obligatory to comply with the separation of both body of works, the father's ranging from 1891 to 1897 (up to Ciencia y Caridad) and the son's, which only starts on 1899 (La Chata).
        Therefore, it has been requested to arrest Maria de la Conceptión Ruiz Walter, daughter of Picasso, because of plot with a criminal purpose (To deliberately certify false paintings).

FOURTH: The Museo del Prado having been informed, its Management refused in his "Picasso 2006" exhibition any painting by José Ruiz Blasco falsified as a Picasso.

By virtue thereof:

I REQUEST

THE PRESIDENT OF THE MUNICIPAL GROUP OF PARTIDO POPULAR to address his reports, including the report from the Central Trial Court n° 4 and other requests, not only to the future director but also to the former director Maria Teresa Ocaña, who concealed during her office the fraud supported with documents and demands that the works from José Ruiz Blasco are actually separated from the works by his son, Pablo.
         Without prejudice of the legal actions filed on the continuing flagrant and proved fraud perpetrated by the City Council to the visitors of the Museum.

As it is a Constitutional Order of mandatory compliance.
